SAFECOM from the DHS
SAFECOM is a communications program within the U.S. Department of Homeland Security that provides research, development, testing and evaluation, guidance, tools, and templates on communications-related issues to local, tribal, state, and Federal emergency response agencies working to improve emergency response through more effective and efficient interoperable wireless communications.
A wide range of documents are available in the SAFECOM online library. The section with documents focusing on the basics interoperability is particularly helpful.
